Devastating Strikes (Mastery Tier) Question
Is the 6% armour/penetration bonus from adding mastery points on Devastating Strikes mastery additional penetration?

It's 6% penetration of the target's defense, not 6% of your penetration stats. So it'll still have an effect even if you have 0 penetration items, but will not stack additively with them if you get them. A 35% item + Devastating Strikes 3 will give you a 39% penetration value.
