Possible change to the chat restriction system?

I was contemplating a new concept for going about with chat restrictions and I'm going to admit that the idea largely came from Runescape's program known as "Quick Chat". The basic idea is that instead of having the ability to send 1 message every 5 minutes, players are limited to specific phrases that only relate to the gameplay. These messages could be limited to having the ability to use, say, 1 per 15 seconds or something along those lines.

Some example phrases would be: Warded. Can I get a gank bot? Can I take the red buff? And so on.

The biggest benefit for a system like this would be the fact that it encourages previously toxic players to be more vocal when communicating with their team but through a behaved manner while at the same time preventing those same players from furthering their sentence with unnecessary vulgarity and a negative attitude. This helps punished players reform their decisions to simultaneously benefit the community and themselves. I would like to receive some feedback on this rather rehashed but appropriate concept.
