AI Bots Don't Use TP or Barrier

Example for Teleport: Nasus. Example for Barrier: Ziggs. They take it time after time and they never use it. They aren't the only ones. Plenty of others take TP and Barrier as well. Riot, I hope you guys can fix this. There may be more spells that aren't used but I think these are the only 2. Please feel free to leave a comment! :)
