Suggestion on an Aatrox buff that won't make him broken

Ok so I was thinking of completely scrubbing the ult and simply adding 20% AS to his passive early to help him out.

New ult details Aatrox gathers the blood of his foes becoming empowered. Cost 8% current blood well per sec Toggle/ 5 sec CD Aatrox gains 5/10/15 percent lifesteal and slows enemies within 500 range. This is to help his early squish a little and to make it a bit harder to kite him.

I think this should allow him to become meta and if his passive becomes a problem just add a 1-2 min CD. I personally don't like the suggest changes others have made, as although they make sense thematically they also don't fit the theme of an unstoppable demon warrior. I'm not an expert but I hope someone like meddler will take the time to read this and respond.
