No his kit is pretty good IMO
No, he just needs a small buff...
As for problems with laning against mini gnar, accelerating the rate at which he turns mega may turn out to be both a buff and an increase to his counterplay early game.
I wanna say let mega gnar be listed as bonus health so that he can make use of steraks
