Improve or Remove Leaver Buster

I find it annoying when I or my friends receive Leaver Buster when we had no control or other choice but to leave the game. Why is it fair that someone gets Leaver Buster when they had to leave because of an emergency or internet issues? Other ways that I've seen Leaver Buster being acquired are

• connectivity issues to the champion select menu because of Riot server issues, not internet connectivity

• -Leaving Champion select to prevent leaving a real game while also being able to play with friends/family who recently got on

• -Leaving momentarily during a game because of personal stuff, but leaving long enough to acquire leaver buster although you were still a contributor to our team's victory

• -playing at school for clubs but having to leave early

What's also annoying is when someone you queue with has leaver buster, you wait out the time, then when it's time t press accept or decline, someone in your queue misses it for some reason and you have to redo the entire queue and wait

Please fix something about Leaver Buster, please.
