I could immediately see how desperately and obviously in need of buffs he is. Even someone who doesn't play Shen can clearly see that he's just in a bad place right now. His taunt costs a very high amount of energy considering it just clips through people half the time. Q offers very little health return, and W is worse than Jarvan's shield.
He's going through a tough stage in his life. He needs our support, guys. :(
On PBE his E is dropping in cost.

As someone who has seen both Shen at his weakest and his strongest he isn't in a too terrible of a place at the moment
I would argue the issue is less about buffing Shen and nerfing the ever increasing power creep that is happening in League Altho that 20 energy QOL is nice, they should leave that
I played shen yesterday 1 time and thought he was still alright, the only problem I had was the fact that his taunt width is TINY.
I hate Shen. He can't do anything to help a losing team, but he makes a winning team unstoppable. He's more of a snowball than anything Nunu throws.
