I could immediately see how desperately and obviously in need of buffs he is. Even someone who doesn't play Shen can clearly see that he's just in a bad place right now. His taunt costs a very high amount of energy considering it just clips through people half the time. Q offers very little health return, and W is worse than Jarvan's shield.
He's going through a tough stage in his life. He needs our support, guys. :(

To be fair a lot of the power on his kit comes from having the only global teleport in the game - that's why his stats are so low.
...Aside from Rek'Sai now. But her whole kit is built around mapwide mobility.

I would argue the issue is less about buffing Shen and nerfing the ever increasing power creep that is happening in League Altho that 20 energy QOL is nice, they should leave that
