Runes

So I'm currently lvl 23 on my main account and unlike on this one where I saved every IP I earned from lvl 14 to 20 to but lvl 3 runes, I spent must of my IP on champions this time which feels rewarding tbh and having 9 champs at 20 means 9 chests :). Anyway, I did this because of the release of tier 2 runes for such a low price. For you high elo players, do you feel like tier 3 runes are still a must?. I'm always paired agaisnt gold, plats and sometimes even diamond since I play with my friends who are unranked but are good enough to face them. So far I haven't encountered any probs and everytime I go mid which is my main role, I have the best cs of the match along with good lane pressure. Should I buy runes or just keep learning new champs? :)
