no exponential cooldown for dodging a queue

i do not understand this feature (if you'd like to call it that) of this game, 5 mins is understandable, but making myself and others wait 15 or more minutes to join a game is frankly outrageous. More often than not the people who dodge these queues are doing so to prevent a toxic or dis-satisfying experience for everyone, whether it be they didn't get the lane they wanted or someone else made it clear they were going to be toxic to the game, simply disbanding should be an easy enough solution, and often the better of two evils. league of legends seems to have a focus on punishing and reprimanding it players for often frivolous deeds, rather than just make it easier to avoid playing with those players. perhaps a stronger focus on rewarding those of us adjusting around leavers, poor communicators. perhaps develop a way of entering games in progress in which a player has left, giving them a scaled lvl/gold on start

Its a problem when 1 person makes that decision for 9 others and I am frankly dumbfounded by anyone arrogant enough to think they deserve to make that call. If there is toxicity deal with it using the tools available. Disbanding a game is not an available tool for a reason. There is no justification for dodging, only mitigating circumstances. You don't like the penalty dont dodge. You dodge you deal with the consequences like a big boy. All just imo.

I have no problem with dodging penalties when I choose to dodge due to people arguing over a lane.. I sometimes do this in hopes they get rematched and get the lane they want on opposing teams, only wish I could spectate if it happened.
