Isn't Draven a bit too strong?

I think hes a bit too strong right now. No idea why Riot decided to buff the champion with one of the highest damages in the game... He woulda been fine without the Q buff... I have no idea how im supposed to beat him in lane other than with Caitlyn... He just seems to beat every champion
