You should add epic music once someone reaches full build and pots up just for them

Once someone reaches full build they should get epic music preferably of their choice, that only they can hear. I think it would be very funny and cool. Also have an option to turn off and on the music because some people could find it distracting. For the music lovers who like to listen to music and play league at the same time this would be a cool feature. Maybe for different phases in the game or something can trigger a new sound track like getting the core items or getting godlike mode.

I'd say that's a great idea, but I would potentially add certain themed music for certain achievements for instance a penta-kill or as mentioned before, a full build. Rewarding Achievements would add value to gameplay for sure.

epic music plays as he smokes it and the whole map blacks out for a couple seconds

Dominion had dynamic music. I think the basic idea could work here for that. Have it tie into specific queues in the game, like average gold levels and towers down, as well as what %age of the area in X units of you is revealed, and finally combat. High FoW would create a more stressing tone, while low FoW would be more relaxed. If combat is triggered start battle music. If an enemy appears from 0 vision and rapidly approaches you, a Metal Gear solid ! sound type of deal can play (you know the one).

A lot of newer champions/reworks have their own themes. Perhaps select parts can play during various situations (like when playing Jhin). For old champions, I suppose you can play the original League of Legends - Clash of Fates theme.
