the highest winrate build for Akali (I don't think that will change on 6.8) is full ap. Iceborn is going to be nerfed, but maybe it will be effective with sunfire on fizz (wait for the 6.8) data. Same with Ekko. Additionally, his base damages have been reduced, while his ratios have been increased, which might increase the effectiveness of a squishy full ap build (his tank build already had weaknesses)

Everyone does damage when you're squishy. Assassins have high base damages in case they get behind because they're supposed to be bad at farming. Titanic Hydra gives decent burst on the active, and sunfires gives good sustained damage.

In Tank Akali's case, she does a lot of sustained damage. Compared to AP Akali, her burst isn't as high. She'll stick around and deal decent damage as the team fight goes on. Keep in mind that Akali has negligible CC, so she might as well have damage go with her tankyness. Think of it like Shyvana and Mordekaiser.

That might have to do with hardcore Akali fans (there's quite a few) playing her only AP. They skew the data in the favor of AP because they're so skilled with her. Just a guess.
