The best counterjungler is:

Your own team.

Granted I am only in silver 4, so there's that, but it seems like after 10 minutes in game most people think they're entitled to take camps whenever they feel like. With the new changes to jungle items this can put you really far behind if people keep doing it (bonus experience means camps are worth more to junglers than other roles). I don't mind giving blue or red to mid / adc if they're doing well, however with the new timers on red and blue they have become more contested as it is easier for newer players to keep track of spawns and counterjungle accordingly.

I'm not trying to create a qq thread, and I'm sorry if it comes off that way. I just really appreciate it when people ask if it's ok to take a few camps before deciding they're going to clear my whole jungle for me. Of course, I know my primary role is to be putting pressure on lanes and not afk farming. It just makes things a little harder when my primary source of gold and experience is taken away.

tl;dr: please ask before you take camps. <3

So damn true, I recall and head back out and top is stealing krugs, mid is stealing chickens, and bot is stealing golem, but let me take one minion and I get a million back pings.

Go push a lane before recalling. Then they will recall too.

The only time I say stealing a camp is ok is if the bot lane wants to take gromp or golems lvl 1(but only if you are starting top) because it gives them an experience advantage over the enemy(which usually translates into a lead in lane), or if an ally is ridiculously under leveled.

Camps respawn so quickly that there is literally no reason not to take a camp if your lane is pushed and there's no other farm you can go get, be it because you're in a losing lane or whatever.

Do you think high elo players ask their jungler if it's okay to take their camps? No, they just do it so that the top lane Fiora for example can get some farm without being killed by the Pantheon that is bullying them.

First, It can really mess up your jungle path when your camps are spawning a weird times, which ruins your jungling efficiency. Second, if all your camps are down you have to either force a play whether or it's optimal or not, or you stand around like a jackass for 30 seconds for your camps to begin respawning. Third, taking camps when behind as a laner isn't that great of a thing. You'd be better off sitting under your tower soakng up xp and last hitting. I don't know why you'd wanna put your jungler behind if you're already losing lane. Forth, If I came to your lane and smited your cannon minions because my camps were down or I'm being invaded, you'd probably threaten to afk if I continued doing it.
