Ranked Leagues putting friends together?

I just noticed recently that I'm in the same ranked league as 2 of my friends. We've been on eachothers lists since we all started playing, and did our placements and most of or ranked play completely separately, and yet we have all been in the same leagues, even after being promoted at different times.

Is this done on purpose, or is it just a really cool coincidence?
