Seriously even in the worst of match ups you should not have less than half the opponents farm. Even beginner bots have more than 10 farm at 10 mins, How can someone be so bad to that degree in ranked i dont even understand.
I don't really think it's fair to call someone bad at ranked because of their farm. Are they bad at farming? Absolutely! Does low CS mean they suck at the game overall? Not at all! The game consists of more aspects than just farming.
What if they have the most kills in the game? That's way more important than farm alone. Not to mention, all the gold they get from the kills is worth more than some cs. What if they're taking the most objectives? That will give their team a good lead in the game. Yes, farming is important but it's not _the most _ important thing in the game nor does it reflect a person's overall skill level in the game.
I've died once in a lane and been zoned out of cs to the point where I had ~35 at 10 and he had somewhere around 90. It's not because I'm bad. I just lost lane.
10 farm though, damn. Poor guy must be a new level 30.

if I was playing pantheon mid and was 20/0/5 at 10 minutes I'd understand
Farm is important, but there are players who practice zoning an opponent out of farm on a daily basis that it becomes so natural and routine to them that any attempt at farm by an opponent is met with a punishing blow.
I do this all the time to the point I've my lane opponent cowering under turret, ready to strike at them whenever they so much as step one toe out of their protection. Killing them slowly until I know I can dive for the kill and make it safely back out.
It is cruel. It is unfair. But it is how you win lane and, by extension, the game.
