Fixing Queue Penalties

When are you all planning on fixing the queue penalties? I have to wait 5 or 30 minutes constantly just because I lag on the selection screen.

Plus, why would "dodging" be such a harsh penalty anyway? For leaving a game I'm totally with you on making the penalties harsh, but during champion select? I was even denied my entry into the Silver league because I received and automatic loss for lagging out on champion selection. Seems WAY TOO HARSH.
