How are Teemo and Heimer?

These are my two fav champions. I've been out of the game for awhile and when I want to play them I get called cancer. X) With Teemo, I get it, his Ult is nerfed due to the stealth reworks, his short range hurts his laning phase, and he's got a fairly linear kit compared to the dancing-around these new folks do. It's hard to find a place where he fits into the meta, and the meta is more rigid than ever. With heimer, he seems like he can still be okay if you are good with his skill shots, but I get the same negative reactions trying to play him.

So, what's the state of my two fav champions? Are they just doomed to B-list by virtue of the meta?
