Shen a little too weak in early game?

This is just a little question I wanted to ask a lot of you guys: In this current state do you feel that our Favorite Ninja Shen is a little too weak in the early? As someone who's played Shen a lot I feel that he does absolutely fine against auto-atack reliant champions as his W (Spirit's Refuge) allows him to negate a lot of damage.

His Q (Twilight Assault) provides a decent amount of damage when empowered but I feel that, 2% of max health damage at level 1 isn't that much really, even worse is when they start item 1054 against you as they would be neglecting your Auto Attack damage and taking some minimal damage from your Q. The keystone that I see him go right now is really just either Colossus or Grasp and those two boost his duelling well but I just feel that it isn't enough.

Once again, though he's meant to be a vanguard, full on tank and is a part of the mid-season tank update I just hope that if however they choose to change him, don't nerf him down please item 3070 item 3070 item 3070 his Q and Ultimate also scales AP and AP Shen isn't really something you'd bring top lane in ranked game unless you want excessive flame for being a glass-cannon.

Maybe change his Ultimate to scale with a small portion of his Max HP (Like Nautilus's W) so that it'll be stronger the later on you get, and change something about his Q so that it's good in the early too!

This post may go unnoticed in terms of his rework but I'm sure that I speak for a lot of the Shen Mains when I say that he needs some love.

Have a good day.

He's a utility tank with global presence, it's not expected for him to come out of the gate with a ton of damage. You should expect to play mostly passively in the early game unless the enemy screws up somehow.

He's fine as he is. Keep your sword under control and focus on quick exchanges using your taunt as a disengage (Making sure to hit the enemy with it still) and you can often come out on top.

I get all that with the sort of attack and back off but I just feel as if he needs a very minor buff if you get what Im saying, I don't mean buff him so that he's as strong as Poppy but I feel riot could do something just to give more oomph, I don't expect changes to him until the tank update and I don't think we have anything on Shen yet do we?
