Does anyone actually think its fair for him to be able to be at base while the ghost dragon is split pushing bot lane? His normal champion ghosts have a range why is his dragon ghost have a Global range?

It's his way of forcing down a turret. Ranged adcs get to siege and auto attack a turret. Mord gets a dragon to simulate that effect. Without it, he would just sit there and stare at the turret wishing he could damage it, but can't because his ass will get peppered by attacks if he tries even if he's ahead.
The whole dragon ghost idea is a little really, really weird, and I still don't quite understand the premise. League intends to minimize snowballing potential (hence huge shut-down rewards, diminishing gains for killing feeding opponents, etc.), and yet gives one champion a second bonus for killing dragon. I just don't quite understand the decision-making; one of the few times Riot flummoxed me.
I just think that the ghost of the dragon should follow the ghost of champions rule where the ghost returns to Mordekaiser's location if it 1125 units or farther away from him. Hell you can even make it 2000 range just not Global.
