Can there be such a thing as an ap marksman?

I used to play a whole lot of ap attack speed tf mid when ionic spark/malady was around. Sure it might have been broken or unbalanced at the time, but I thoroughly enjoyed that style of play. Ever since those items were removed, I've been kind of looking for something similar to play and the closest I ended up coming to enjoy was more along the lines of ap/ad casters such as (old fiora unfortunately) and (though i hate to admit that). They were some of the greatest champs I enjoyed because it required pressing keys in the correct order to pull off a combo as fast as possible. When came out I was like "Cool, a champ that I might be able to play as an marksman." From that point forward I tried to make a build around the fact that he's an ap marksman, but unfortunately due to the removal of all the ap attack speed items and pushing all of it onto one or two items, there wasn't really any good build I could use so I ended up with something along the lines of and Will of the Ancients or to round that out. It got the job done, but sadly it doesn't maximize any of 's kit (right now at least, since the cdr = attack speed was removed).

Ultimately the question I'm trying to ask is: Can there be a champ that exists that could be considered an ap Marksman? And if so, would you guys at Riot consider item optimization for such champs? If you need an example of champs who could be AP Marksman here's a short list:
