Cant full screen.

Hello , i am having an issue for over an year now. The problem is i cant go full screen , my monitor is 1600x900 resolution and i cant go Full Screen 1600x900 , i can go Borderless and Windowed but i want to go Full Screen. I can go full screen only for resolution 1280x720. I tried every graphics driver that exist and it doesnt work. I tried Windows 7 , 8 , 8.1 , 10... Still getting INPUT SIGNAL OUT OF RANGE. My monitor is HP 2009v , but in display settings from windows it says Generic Non- PnP Monitor . Maybe that is a problem? It could be wrong Hz , bcs my monitor is 60hz , but can i change it? Hope you will help me , thanks.

My graphics card is Nvidia GT 430.

i have some problem and i have nvidia GT 710 . same rez 1600x900 , i had this problem before but after i closed the client and i reconnected i got bugsplat but than i could play without problem for weeks . But now i cant do anything ( after last patch ) .
