Idea to Buff Frost Queen's Claim

Frost Queen's Claim overall is a pretty weak item. As of recently, I have stopped building past Frostfang.

An idea I have to buff it is that once the item is bought, every assist will add a stack, which results in a permanent addition of 2 AP, maxing at 10 stacks. The current active on it will remain the same.

At 10 stacks, the item upgrades into another item (kinda like Archangel's Staff does to Seraph's Embrace).

The updated item will have 70 AP, 10 CDR, 2 gold per 10 seconds, and 50 mana regen. As well as a new passive and better active.

The new passive would grant 20 AP and 50% base mana regen to nearby allies within a radius (similar to Locket). Also, the cast for the new active would be the same, but the ice lance sent out would remain in the area for 2 seconds and send out the same 80% slow in a radius around it over the time span. This is opposed to the current ice lance that currently only affects enemy frontliners while kiting. If shot correctly, you should be able to send out a huge slow to the whole enemy team.

The reason this item is underwhelming is because of game progression. You get the most out of spellthief's during laning phase because you can constantly get the 5 gold from harass. But later on you cannot accomplish this anymore as you have less overall gold than a laner and most likely the jungler and you can't bully or safely harass any of them anymore so you won't get those passive proc's off to get your bonus gold. It's supposed to be a higher risk/higher reward support item but as the game progresses after 10-15 the risk is so much higher than the reward. It's actually not worth even upgrading passed spellthief's.
