Kayle's Passive Change Suggestion

In my opinion, kayle's passive makes her feel a little too weak when she is pre level 11.

Firstly, although I understand this is intended, kayle pre 11 feel a little too weak in most match ups. Her q can easily be dodged or shielded by through minions, and her e is not a strong enough poke for early game trades. Essentially, if even a character who is building full tank can out trade you with little you can do in return during laning phase, then there is a problem. Then onto post 6 where you get your ult and exalted wave clear. I believe the aoe from your e should suffice for wave clear,causing match ups against fellow ranged, or any character which can easily poke you turn the exalted essentially useless, because good luck trying to hit minions when all that awaits your is severe punishment. From this susceptibility, it makes it difficult to finally attain monetary income, which gets worse when your are being shoved and your jgler needs yours assistance for ganks. Due to this, the kayle player will almost always end up losing the lane matchup, making it so that reaching their level 11 power spike all that much harder, which in turn makes her feel more and more useless as the enemy team can exploit this and snowball off of her lane. In order to do some amount of fixation to his, i would suggest swapping the effects of reaching level 6 and level 11 from her passive. From attaining the range she desperately needs, it would allow for a. being able to return fire in trades without getting punished too hard, b. cs without losing half her health each time, and c. reduce how useless she feels early because although wave clear is nice, its only useful if you can actually aa something to gain stacks.

This was mostly just opinion based after attempting to play her for only a few games, so please don't roast me too hard in the comment section.
