Akali Rework propositions
I love
. She has great looks, great personality, a nurse skin, dashes, she is a ninja, she uses energy, she has spellvamp. Everything to love.
Here are my ideas to fix her issues so that she can get dmg and utility buffs while having more counter play and being balanced

I won't go into the dmg of each skill this is the ressort of playtesting and balancing efforts. But I will go into the design choices.

Passive : I love the design aspect. It allows to have a lot of build flexibility beetwen full AP glass canon and tanky bruiser. It scales well into lategame. I suggest keeping the passive idea (but balance changes can be made here)

Q = This feels like a weaker kata Q (single target only and no free resets). Ehhh I guess it was a necessary evil with her current kit. To add counterplay and unique design I suggest making this a linear faster skillshot that deals less dmg for every enemy hit but does mark them all (the mark dmg will still be around half the dmg of the skill or slightly more). Proccing the mark on a target also stuns it for 0,75s. (The mark will not do reduced dmg per ennemy hit, it will do the same on any of them when it's procced). So two parts. First part is like a Zed shuriken but less large and less dmg. Second part is the mark applied as currently but it stuns for 0.75s on proc. Cost : 60, 10/9/8/7/6s cooldown (the mark proc does not refund energy anymore but it stuns and deals dmg). A small AD ratio would also be welcomed (like the one you gave to Ezreal's E, just a little help for bruiser Akali)

W = very cool but countered by a simple pink ward. This could be reworked into a short duration stealth like the ones on khazix ult. 1.5s stealth gives 20/40/60/80/100% decaying movespeed and cost reduced for each rank. Could be 12/10/8/6/4s cooldown with a cost of 110/95/80/65/50. Very good for lategame teamfights, very meh in the early game (110 energy !) but still potent at rank one for making plays. If it turns to be too OP reduce the duration to 1s. The movespeed buff allows at least some skillshot dodging and repositionning potential even if opponents may still pink the area. Also she won't be forced to restealth in the same area at the next cooldown so pinks won't be that much of a hard counter. But she can no longer stealth for extended periods of time she needs to act quickly.

E = this deals physical dmg which makes penetration itemization awkward and it doesn't have any synergy with her kit since doesn't proc the mark anymore but it is still useful as a waveclear. All melee assassins need waveclear this is obvious it allows to push the lane to make plays in other lanes. All of them have some form (zed, talon, diana, khazix, ekko and even fizz..). It can also allow to split push or clear a lane if the situation needs it. This should be changed to magic dmg and make it proc the mark on every opponent hit (but placing a mark on a player will be hard since Q will be a skillshot). Cost : 50/45/40/35/30 cooldown 2s at all ranks.

R = great but the range has been reduced :( But still great I love this spell. This spell is the only thing making Akali curently. Before 5 you are a useles gimped shadow of an assassin. I would really really love getting this at lv 1. Akali without R = not Akali. Maybe give ult 4 ranks she starts with lv 1 unlocked and it has one charge max. It gets +1 charge per level so 4 charges at lv 16. Also you can add an indicator for the number of charges (like the annie indicator). This should help alleviate the hate on Akali by frustrated players. Ulti charge cooldown : 45/35/25/15s (45s for the rank 1 ulti given for free at lv 1)
She will be weaker post lv 6 after her back as she will have only 2 charges to attempt a kill rather then 3 so she will be less snowbally post 6 but also less useless pre 6. She will also be a better teamfighter very lategame with 4 charges on ulti and potential mini stuns with Q marks. This should help guarantee one or more kills if her team follows up which unlocks more ulti charges to finish the cleanup.
What this accomplishes :

Early game : Akali will be still somewhat weak (being melee) but less useless then currently. She can attack with a well placed Q and a ulti dash into auto atatck proc the mark but she only has one ulti charge with a pretty long cooldown so she has a hard time straight up bullying people especially ranged ones.

Laning : Akali will have more counter play by dodging her skillshot Q. She will be less of a stat check. If you are ever hit by a Q in the midgame you should retreat rather then getting close to the wave because she will be able to dash to you and all in you (like diana currently)

Teamfights : Akali will be an assassin but can provide some form of peel and lockdown with her Q. Her impact will depend a lot on the placement of her Q. She can still flank then dive directly on the backline with her R or dart around the battlefield from the begiining of the fight and try to combo with her team or even peel for the backline with her dmg/stun and a rylai slow.

Lategame : Akali will have a lot of potential with multi target proc Q and 4 charges of R but the Q is a skillshot so outplay reliant. however she will be able to contribute a lot as a follow up to hard engages of other champions like a braum ultimate. A multitarget Q followed by a R and an E in the middle of the opponents will provide a lot of help for her team.

i think the mechaninc of "stealth area" is nice.
