There's no reason to play him there anymore. If I wanted a peeler I'd play:

. Alistar is a subpar peeler and support tank when you compare him to the others. He's a shitty mix of the two when you force him to go botlane. Stop making him go bot. Please revert the W nerf or his passive nerf.
alistar is still really strong bot lane compared to those other champs and he's downright oppressive if he's viable in any other lane.
He still have a function in the rift. 
main function is soaking damage just like . However their is a small differents between them. While Alistar mainly soaks his damage from his ultimate while providing his cc on a regular basis. Braum just does the opposite.
No one is forcing him into bot lane, but his W + auto attack combo was frankly ridiculous and needed to be nerfed. There's a very good reason he was 100% pick/ban at worlds.
By the way his support is fine. He has strong easy to apply CC and sustain, he's also one of the best tower diving supports in the game.
I agree that he is overshadowed in the bot lane by other supports and that as a solo laner, he is only good in certain situations. However, in terms of a team fight, I'd rather have Alistar barring Janna. Outside of the laning phase, I'd say he's pretty solid. The W nerf was much needed. He could harass very easily and there was nothing most laners could do about it (i.e. no counterplay and that's not fun). Have you tested his clear in the jungle? I'm still wondering if his passive does need to be reverted.
Who peels better than alistar? Only janna comes close.

A subpar peeler? I didn't know an AOE knockup along with a mini Lee Sin ult was considered bad peel.
I also think it's great how you can Flash Q when your jungler comes, punt the unfortunate sod back towards your turret, and 9/10 times, it's a free kill.
