Nerfing Low CD Unfair Champs

I think the Problem with Yasuo, Irelia, Cassiopeia and Karthus currently are their low CD.

Yasuos E should be reworked with a normal CD (maybe 10-5 sec) without him jumping around without limit.

Irelia the same dont make an instant reset on Q, that the most Problem on her just refund a little like Katas E on Dagger reset. This will make her more to a Brusier with more focus on Autoattacks instead of Face Roll over keyboard.

Karthus Q is teasing to much all Lanes, especially Botlane, make it for the first Levels with more CD.

Also Cassiopeia as long a u go near her youre Dead.... Even as Melee or Mage youre pretty RIP. Her Problem is not Q or W DMG.... its the crazy E Spell..... Rework the E, so the Q can shine already as her spamm tool, its not a good deep Gameplay with spamming Q+E+E+Q+E+E+Q+E+E.
