Why does Ezreal's Q not proc rylai's?
I mean, it says specifically "DAMAGING ABILITIES" which his q clearly is... there is no reason i should buy iceborn gauntlet when rylais works just as well and also gives hp. Or should work just as well.

q is a aa empowered attack so no. it will not proc spellblade and rylais. Only a limited number of moves can proc this. kass w can proc ludens static spellblade all at once.
Because it doesn't count as an ability (anymore)
An ability will apply either on-hit effects or spells effects but not both unless explicitly stated. His Q apples on-hit effects so it doesn't apply spell effects.
