Balance between skillshot abilities and no skillshot abilities

So i dont know i you have noticed, but in my opinion the balancing between skillshot abilities and no skillshot abilities is not really in order. While skillshot abilities are not only based on your skill but also on the enemie's none skillshot abilities are not obviously. Considering that i feel there are many none skillshot abilities that are way too strong. For exampls rengars Q, Master yi's Q and such.

Rengar's Q can't really be made into a skill shot though as it just modifies his auto attack and gives him attack speed. The leap that he gets from it coming out of his ult is because of his passive. I think on click stuns are too strong.
