[Questions] Leaverbuster

I don't know which place is suitable, but I am here to ask about how leaverbuster works.

So I was playing these days, and my laptop fully froze, with even the computer producing an annoying frozen static noise, and when I got back, I got a leaverbuster low priority queue for apparently my own hardware issues. Today, after finally getting out of it, my computer lagged out again, and I was put back on and this time, there was 10 minutes instead. Why am I being put on it when I try my best to come back.

Is there a way to tell riot about this?
