Devour Nerf?
I don't know who will read this or if its plausible to suggest an idea to Riot, but the entire Sated Devour item does not need to be nerfed. My suggestion is to set up the stacks at a non-permanent rate. Like Cho'Gath stacks, upon being killed his stacks are cut in half. What I am suggesting is a similar situation, having regular devour stacks be able to be built and not lose any after being killed, but not having permanent sated devour. Instead have it set up to lose 5 stacks, or something along those lines so that the effectiveness of this plain and simply stated overpowered item is more risk equals reward. Ideas and comments are more than welcome.
