A skin change is different to a balance change. Think of Ahri and the uproar that surrounded her change. Without knowing how something is going to play, you can't accurately judge it. This is exacerated by the negative feeings some people get when they see a change to a champion they play. Respnses to these changes tend to be subjective.
On the other hand, a skin is something that can be analysed objectively before actually playing with it (Unless you only have a model viewer to go on - those make everything shit).
Can he just be changed to Debonair Zac?

I understand that you are upset about Veigar, a lot of people are, but that doesn't mean you shouldn't be happy that Riot are doing something else right. Galio fans said the skin wasn't up to standard, so they are tweaking it. This is in now way whatsoever a bad thing.
Correction : they are polishing purely graphical bonusses it more since the comunity won't seem to mind. By comparison, veigar's nerfs are gameplay changing (even if they don't make sense). A gameplay fix should be more have higher priority than a graphical update. Contrary to what some people appear to think, riot isn't going out of their way to get their comunity pissed off.

So Riot is saying people arent excited for a skin for a champion that doesnt work in this meta and that they refuse to make work? Shocking. Idk maybe they should give Galio mobility and % health damage, maybe people will be excited then. Guess gutting Veigar was more important.
I thought the skin looked fine other then his face, his face looks fugly. There are no facial details, but lines and they are harsh and not expressive. I also did not see a change to his E, the gargoyles need replaced with something modern and sleek like how Jayce's Acceleration Gate got remodeled. If they were willing to change Warden Nautilus's W then they should change Galio's as well.
I suggest if you don't care for the Veigar rework you comment in the many threads that have started in a constructive manner about what you don't like and what you think should be done. I know I have!

Thats because they make money off of Skins, if no one wants to buy the skin then there is no reason to release it. The Veigar changes, as they have said many times, were things they wanted to do for game balance but couldnt find the opportunity or exactly how to change him. It wasn't until the DFG removal that they found the opportunity.
I so happy they're not releasing it yet :) Galio's my main and I already hate all his skins....I don't want another bad skin to add to that list.
Not sure why they made a Debonair skin for Galio anyway, I thought Debonair was exclusive to Piltover champions
