No he can't. At Max HP the Ult deals less DMG than W! Just saying.

Since you seem to know it your selfe... item 3102 works... build it. Every Carry running around with 30 MR against a Lategame Veigar is just stupid and deserves every single death he ran into.

Same applies on Annie btw...

Maybe because that's what you're supposed to do, build MR and take advantage of his weak early game.

But i mean cmon, Burst mages killing people? Total insanity amirite?

It's an execute... Maw of malmortius + Merc will save you until lategame. Most of his dmg is in the Q + W combo, so don't get stunned and get Mercs. Veigar doesn't have any spammable abilities. Once he uses his abilities, he is useless unlike most characters in the game.
