The gamestate and why it happened.
riot have been trying to speed up the game for the past several seasons, increasing snowballing, lowering the level requirement to reach major powerspikes, and specifically designing to help characters that don't stall while making stalling characters weaker consistantly. so instaburst being the only style makes perfect sense, the game has been sped up to that point.
Riot has also been balancing champions around a few of the worst outliers of the class. pretty sure the reason why vayne and lee don't recieve significant nerfs is because riot treats those champions like the baselines of their class, when in reality both of those characters are some of the most ridiculous overloaded nonsense characters in league of legends, with lee having a problem of 1000 options and no counterplay past the first ability, and vayne being counter to the main goal of the game, which is that there are no hard counters. and characters like them just keep popping up, trying to fit their molds.
So in all, this is the game riot wanted to give us. 15 minute matches that can be extended into 35 minute matches without changing the winning side, based mostly on the power level of champions or counterpicking before the game truly begins, with a very light emphasis on skill. if they didn't see it making it here, then that is probably worse than them just not understanding what being here entails.
