Make Leblanc's W a point and click similar to Jayce's Q
She would be able to return to her original spot and you could still flash out of its damage or dodge it with blinks. It would target her lane safety and allow for punishing her over extending.

I'm assuming you mean Hammer Q?
Took me a few seconds to realize what you meant, since most people just spam Jayce's cannon EQ combo over and over in lane.
Clearer example is Katarina Shunpo.
In your mind, would you like to see LB's W work on allied targets as well? Wards?
This sounds suspiciously like a gutting for LeBlanc. More or less turns her into Talon, honestly; has little option other than to jump directly on the opponent and hope they die in one burst. If not, full retreat until cooldowns come back up.
If she really needs a nerf that's not just a hit to her damage numbers (and I'm not really seeing that she's overbearing right now), what about slightly reducing the dash speed on W?

I don't think a champion that's already weak needs a nerf this big.
I don't find her to be an issue at all, annoying but manageable. The only thing I'd ever care to maybe see changed is the point and click Q. Boost its dmg and make it a skill shot. Just my opinion :)
