Allow reporting at champion select

Hello all.

There should be a way for people to report trolls during champion select. i.e. someone who does not communicate with their team. From my understanding, the champ select logs (if they even exist) aren't sent when reporting at end of game. This means someone can just instalock a lane as last pick, without communicating with their team, in a way that actually helps the enemy because of the dysfunction that results, but the reports won't necessarily show anything other than not playing the meta.

I'm not suggesting being able to report for non-meta picks, because if the person says upfront "I'd like to go X in Y lane", or at the very least stays within the lanes that were already picked, or asks before changing the meta. There's a reason that "refusal to communicate with team" is a reportable offence, and it should be so in champion select as well.

This could also extend to people being toxic during champion select - such as screaming about getting last pick, or demanding their lane, excessive cursing, etc.

These reports would only include logs from champion select, and punishment would be separate (and additive) with punishments from in-game toxicity or rule violations. Furthermore, it would be possible for, if an entire team reported one person for a reason, a kind of "server dodge", where the server would kick that person out of the game and force that person to dodge the game. If someone got forcefully dodged 2-3 times in a row, they would be automatically banned from ranked at least until someone reviews the reports.

This would have little to no impact on the upper echelons of ranks, but would have a tremendous impact, I feel, on those who are in Bronze, and lower Silver. Take all of the trolls/toxic players/instalockers/lane demanders out of ranked and you'd actually have a competition that's fair and conducive to people improving.
