Has Qiyana been Disabled?

I was just playing a game with Qiyana , went well , queued for the next match and she has been grayed out. Same situation when I looked at the practice tool. Has a bug been found?

There was a unique interaction where if she played full AP with Liandries, Liandries Burn passive would also apply the bonus damage from her empowered [Q]. What you would be able to do is Empower your [Q] with the rock element, then just hit someone with the empowered [Q]. The Target would lose roughly 70% of their HP or outright kill the target.

Think of it like having 2 or 3 instances of Mordekaiser's [R: Children of the Grave] on you & Morde went full AP. You would drop rather quickly & there wasn't much you could do about it.

Nobody caught it since, no one could login into PBE (cursed TFT!!!!), so she got very little testing time on the PBE compared to other champions

Either when Riot hotfixes her item interaction bug or at the next patch (when it will presumably be fixed even if they didn't add it to a hotfix), whichever comes sooner.
