Why is the Surrender time not lowered after a DC?

There's another discussion about this, but it's been a year with only 1 comment. I think this is an extremely important issue that can be easily fixed, and I don't want it to be lost. I just played a game where our Kindred jg DC'd at lvl 2. That's 2 maybe 3 minutes into the game. I then had to spend the next 17 minutes pretending to play while the enemy jg free farmed and ganked without a care. My question: Why doesn't the surrender time get reduced after a DC? I understand some people don't want to give up. I understand they want to play it out. I'm not one of those people, and there are many like me. The matchmaking system is designed to create the most evenly matched game possible within a reasonable amount of time. Therefore, a 4v5 should be unwinnable. Yes, that is not always the case, but I'd be willing to bet it is the majority. A DC (especially an early DC) therefore means the game's result is decided, no matter how it plays out. Why then punish the four players who remain in the game? The logic seems simple: If a player DC's and is gone for a few minutes (maybe 5?), allow surrenders so they can back out and start up another. I want to get better at league. I need time to practice. But playing 4v5 is not valuable practice. It's a slaughter. If a Riot employ is reading this, I would love to know: Is there a reason Surrender at 20 is set no matter the circumstances? Has there been discussions about changing it? If so and the decision was not to, what's the logic? This game is competitive. It's a major eSport, but at the end of the day it's a game and I'm here to have fun. Why punish me because someone else has poor internet?

Riot did mention they are looking into 15 min surrenders.

DOTA allows you to remake the game with no penalty if someone DC's.
