Many people are complaining about ninja tabis and how broken they are. In my opinion, the problem is the lack of counter for them as far as boots. Magic resist boots can be countered with Magic penetration. Why not have armor pen boots as well? I shouldn’t need an item other than boots to counter boots.

Meanwhile sorcerers give you magic pen plus flat movement speed.
But yeah I should buy two items to counter armor and squire movement speed

There's already a lot of sources of lethality; adding a source onto boots could cause some other problems. I personally don't see a need for lethality boots. Under what context are tabi's too effective? And, strictly considering damage, lethality boots to counter tabi's would be fool's gold compared to sorcerer's shoes vs. treads. But again, apples to oranges.
