Shen needs fixes, but nothing crazy. Let's make the ninja relevant again!

I believe every champion is as important as each other, be it reksai or yasuo, or singed to Zoe, all champs deserve a fair amount of attention and love.

I speak for the community of Shen mains and shen players when I say Shen needs a buff or a rework. He's mainly built as a tank so the AP scalings on his q and his ult feel out of place. Late game, Shen's R isn't significant to save anyone because Shen doesn't build enough AP to make use of his ult. He doesn't build any AP for the most part, going tiamat and then tank.

I propose removing AP scalings on shen and instead, make shen's R a dual type shield. It can be magic-resistive shield or a normal shield depending on what stat the person he's ulting is in need of. And make his ult scale with Shen's bonus MR or armor, instead of AP. This makes much more sense and make tanky shen more viablle as well.

If you still plan on keeping the AP scalings, reworking him to be a proper AP-tank is needed, but the community doesn't need another AP tank like swain or chogath, the shen community loves his kit, just the scalings need some fixes.

For a champ that's been seeing more competitive play, let's see a positive change made for once, consdering he hasn't been buffed since 2016. Thanks for the time!
