Swain needs a rework? Can i have a conversation with the developer of Swain?

Swain unleashes five bolts of eldritch power in the target direction, dealing 55 / 75 / 95 / 115 / 135 (+40% of ability power) magic damage to all enemies in a cone. Enemies can be hit multiple bolts, taking 15 / 20 / 25 / 30 / 35% bonus damage. Bolts stop on impact with enemy champions.
Swain's Q is a mid range ability that deals maximum damage at minimum range. Every champ that needs to get close to deal damage can either deal consistent damage either with autos or abilities or they have an escape. However once Swain commits, he can't get out and he can't really deal consistent damage (High cooldowns) so he just finds himself in the enemy's face walking around waiting for his Q to come back up so he can make most damage out of it.
Of course this is a compromise; you take a risk so you can deal the most damage with your Q but is the damage really worth it ? In most scenarios you end up taking more damage than you can input and eventually get melted.
I feel that is really a big issue and it's not brought up often, people are happy with playing Swain support because support Swain doesn't really make much use of Q he just uses E and W and counts on the team to deal the damage for him.
Some people are suggesting that Q gets a cooldown reduction if you collect a certain number of souls, others are saying the CD should be decreased late game. I say these are all good but we shouldn't just be content with the way things are, this is something that should be brought up more.
Swain already has a bad early game so he shouldn't really fall off late game. If the Q nerfs were introduced so he wouldn't have a lot of harass in lane. Then they should be compensated for out of lane.
