Runaway Trains or Just Feeding

This season seems to have an extremely fed player each and every game... it used to be maybe 1 out of 5 games... now there is a someone that is just out of control each game.

Not sure if it is the items -OR- if I just don't remember how poorly people play in Silver. (I was trolled most games in my placements)
