A new passive! It just doesnt fit his theme in my opinion, and it is also bad ingame.
Please rework his passive into something like you did with zilean and now with lissandra.
He needs love. Any suggestions what it could be?

Heres my idea.might be too op
Mechanical Improvement: Whenever hiemerdinger uses a spell he keeps the leftover materials. after he has 100 leftover materials, his next spell gets Upgraded.(his ult)
he needs a full rework
hes a genius he should be capable of inventing serious armaments and make use of every stat in the game
his passive will be changed he now has drones which double as turret construction material drones will repair turrets/towers/allies or will construct into a turret or self destruct attack
different turrets to place, like gun turret, grenade turret, laser turret etc
his current rocket attack will be replaced by drone strike which makes his drones
With e he can order a drone to kamikaze strike a location stunning/slowing enemies
better hand held weapon which is both melee and ranged in it's effects
his ult allows him to construct a tank and drive that instead of the lame big turret different abilities for tank
his enhanced rocket/dronestrike should place a construction which can fire rockets at long range, these rockets can damage structures this would be his main siege tool
His Q's need to be less buggy with their targeting, sometimes they target you instantly the moment you get into range, sometimes they don't.
His laser needs a better hitbox, it's bullshit because half the time it hits you when it really didn't.
HIs W needs better damage distribution, instead of being a 'skillshot' with 80% damage that can't be blocked by minions because the first four rockets will kill the minion and the last rocket does the full 80% damage to you.
