Hextech Crafting Champion Shards

I know prior to patch 7.22 you were able to re-roll three champion shards into a new shard of a champion you don't own. This feature from what i seen still works on skins, ward skins, and emotes, however it seems to no longer be functioning for champions. Is this a working as intended feature or is it an accidental mistake? The client tool tip in the hextech crafting page still states that you should be able to re-roll 3 of any same type of shard into an unowned shard of the same type.

I ask because I've owned every champion since season 4/5 and have been using the re-roll system as a way to buy the new champion when it released using the champion shards I've gained from opening chests and have been holding onto 3 shards since the release of the most recent champion in expectation of the new champion Zoe.
