Thresh cannot currently proc the execute feature of Relic Shield or any of it's upgrades with an auto-attack; if he's leveled even one rank in E. Is there a particular reason? This seems like a bug to me and quite disheartening. Relic shield is on his recommended build for support and he cannot even use the full benefit.[zombie-brand-facepalm]
A full explanation from a Rioter would be much appreciated.

Elite4Runner2 votesBecause it still offers the most health of all of the support items. The fact that he has the lowest Armor in the game and it does not scale by level means bonus health is even more important on him early game. He gains armor from his passive which makes health even more effective. He can certainly get health from other items, but getting it early is very wise, and the fact that it is a gold income item means it is really where he should start.
As for the execute, .. Thresh is considered a ranged champion, so he can not proc the execute damage, but he can still take advantage of the Spoils of War passive by getting the last hit on minions. It is just much more difficult to do.
However, you can use the passive from his Flay ability, or really any damage source to proc Spoils of War.
