The little menu above the other little menu

I know you can open the menu that shows ad/ap/armor/mr etc but i see people open a secondary menu above that which shows lifesteal armor pen magic pen etc. How do you open that menu? I've looked everywhere in the controls and searched the boards for information but I've probably missed something and just can't find it.
