I would say it's a necessary Garen tweak

Those who play Garen know his E can crit. After so many changes these last years items like , and lost their crit % stat. With the new rune system we lost ability to apply specific stats like crit %. The items that still have this stat are not really worth to use I think. Instead of an off meta build it's more like a troll build now. My suggestion would be to remove ability to crit with E and convert that little bit power into something more useful. As it is now Garen needs crit % in his kit or new items that can offer it without a lot of unnecessary stats.

Something of note here is that, during the Juggernaut update, Garen's new kit was designed without the crit on his E. Players asked for it back, and it was decided that the crit on E didn't do much for Garen either way, so it was added back on.

The importance here is Garen's E crit was added back without being part of his overall power budget. As a result it is very unlikely to be removed while also giving compensation for it.

Still it's not like Garen is stomping left and right. Instead of that maybe something like raising W passive cap a little bit would work. With all the changes it's not like anyone will bother playing crit garen... At least in the past you could carry a crit rune so it definitely gave some power even if not much.

The crit is not part of his power budget. It's one thing to compensate a change that shifts a power budget (more power here, less there), but getting power for nothing is kind of what you're asking for.

The crit is a feature from Garen's past, and isn't factored into his current power.
