Level 30 queing with LVL 30 and get Sub levels on Team

This is happening too much for it to be a fluke. Why am I getting que'd with sub level 30 players time and time again when I'm with other level 30s going AGAINST a full team of lvl 30s. Makes no sense and is an overall terrible experience. Last game I had an AD Malz mid and a feeding trundle top who refused to back at 50 life...please keep under-leveled players together otherwise make sure both sides are actually balanced and not full 30's vs sub 30's RIOT.
