League of legends should shift power from items to champs.

Maybe I am just bad but since season 3 the game feels like its been putting far more power into items instead of champions. With such a vast champion pool with a wide array of skills, it seems less necessary to have the game decided by who can build strong items faster. The game also feels alot less fun these days, punishing you severely for early mistakes by putting you behind gold wise. i find the effort required to comeback from even a 3 kill deficit is far too large and often results in a forfeit or a complete sweep by the enemy. Anyone know if Riot plans to make league fun again by feathering this aspect of the game back a bit and make comebacks a viable thing?
