These need to NOT be recommended together in jungle builds or any builds. People build them because they are the recommended items but they don't stack and it is wasting almost a huge expensive item built for nothing. Riot should have thought about this.
What if they actually meant for you to pick one or the other? Why else would they have not changed Sunfire's unique passive to another with a different name? Personally, I feel that excluding Sunfire leaves my build more open to new options like Righteous Glory or the ever-necessary panic button tank item, Thornmail. There's tons of good tank items that tank junglers can use other than sunfire cape.
I admit that having them both in a recommended build is not good, but that's something that can easily be forgotten when you have tons of characters with recommended builds to go through with two items that always used to work together just fine.
Don't they have the "passives with the same name do not stack" caveat in the tooltip? Or are they some of the ones with no Unique flag written on it?
it's because they did a straight rename/replace with Juggernaut.
