I have and idea on how to stop intentional feeders in game

We've all had games where a player for some reason or another decides they are going to intentionally feed. I had a ranked game not to long ago where an Eve as soon as the game started ran to the other teams red (alone) to die, but wait! before she died she placed a ward, then as soon as she was resurrected she tele'd to that ward to die twice! I believe at the end she had somewhere around 30-40 deaths. We lost obviously because wtf can we do with their entire team fed before the 10 min mark? I reported this incident to riot because our team (the ones who were trying for dear life to not let this get us down) were still docked 17 pts and I didn't feel this was fair because despite the feeders feeding everyone else on the team came out on top I believe I ended with 5-3-something. The intentional feeder- I have no doubt- was on an alternative account so any action taken on the account he fed with would be pointless seeing as he would be able to just hop onto his main like nothing had ever happened. I was informed that there was nothing they could do and basically gave me a very generic/ run around answer about how it would be dealt with. Anyway I believe I have a solution. A built in team vote to kick a player from the game. 4 out of 5 players will have to agree to kick an intentional feeder from the game, yeah it still sucks that you will be 5v4 but you will still have a better chance without them there.

Vote kicks add all sorts of problems. You could vote kick someone for any reason at all.

In-game votekick: Gave up first blood? Kick him. Didn't buy Sightstone? Kick him. Missed Smite on Baron? Kick him.

Champion Select votekick: Doesn't want to fill? Kick him. Picks an unpopular Champion? Kick him. Running Clarity? Kick him.

This gotta be someone only available in ranked, or 4-man premade jerks in normals would have their way all the time lol
